J&K Building and Other Construction Workers Welfare Board

• Every building worker, shall use only means of access provided in accordance with these rules and no person shall authorize or order another to use means of access other than such means of access.
• No building workers, shall unless duly authorized or except in case of necessity , remove or interfere with any fencing, gangway, gear, ladder, hatch covering, life-saving appliance, lighting or other things
• It shall be the duty of every building worker to comply with the requirements of such of these rules as relate to him, and act and co-operate in carrying out the requirements of these rules and if he discovers any defects in the lifting appliance, lifting gear, lifting device, concerning any transport equipment or other equipment, to report such defects without unreasonable delay to his employer or foreman or other persons in authority
• Whatsoever required by the Act and these rules to be provided. If any of the aforesaid things is removed, such things shall be restored at the end of the period during which its removal was necessary, by the persons engaged in that work.
• It shall be the duty of a building worker to keep the latrines, urinals, washing points, canteen and other facilities provided by the employer for securing his welfare in a clean and hygienic condition.

Every Building Worker who has completed 18 years of age , but has not completed 60 years of age, and who has been engaged in any building or other construction work for not less than 90 days during the preceding 12 months shall be eligible for registration as a beneficiary under this Act. An application for registration shall be made in such form, as may be prescribed, to the officer authorized by the Board in this behalf Every application under this sub-section(2) shall be accompanied by such documents together with such fee not exceeding Rs. 10 a may be prescribed If the officer authorized by the Board under sub-section(2) is satisfied that the applicant has complied with the provisions of this Act and the rules made there under, he shall register the name of the building worker as beneficiary under this Act. Provided that an application for registration shall not be rejected without giving the applicant an opportunity of being heard Any person aggrieved by the decision under sub-section (4) may, within 30 days from the date of such decision, prefer an appeal to the Secretary of the Board or any other officer specified by the Board in this behalf and the decision of the Secretary or such other officer on such appeal shall be final Provided that the secretary or any other officer specified by the Board in this behalf may entertain the appeal after the expiry of the said period of 30 days if he is satisfied that the building worker was prevented by sufficient cause from filling the appeal in time. 33. Earth worker connected with construction work
34. Workers engaged in processing lime

36. Any other category of workers actually engaged in construction or maintenance of dams, bridges or in building operations
37. Brick Manufacture, other than the Brick Manufacture under the Factories Act, 1948

1. Age - Completed 18 years and less than 60 years
2. Engaged in any building or other construction work for not less than 90 days during the preceding 12 months.
3. Registration is renewed annually

1. Age Certificate ( School Certificate/ Registrar of Birth Certificate/ Certificate issued by District Medical Board, if both unavailable)
2. Identity and Address Proof

4. Bank Passbook
5. Ration Card (non-mandatory)

• Step 1 : Obtain the following forms from ALC office (individually) or download them from the website jkbocw.gov.in :
  1. Application form
  2. Employment certificate
• Step 2 : Fill the application from & get the employment certificate attested by issuing authority (as provided in the employment certificate).
• Step 3 : Submit the application form, duly attested employment certificate and other documents in the office of Assistant Labour Commissioner Office or Fill the form online at jkbocw.gov.in, pay Registration Fee along with renewal and passbook fee.

Renew every year by submitting the following:

1. Employment Certificate (duly attested)
2. Pay monthly Contribution (₹ 10/- month)
